WHEN IT COMES TO ACTUALLY CONDUCTING WAR, THOUGH, MONTEZUMA IS NOT MUCH OF A CHALLENGE. HE IS UNMILITARISTIC AND NON-EXPANSIONISTIC, PREFERRING TO DEVELOP HIS HOME CITIES AND RESEARCH INSTEAD OF BUILDING ARMIES. | |
